After 1973, the Ministry of Education was also responsible for coordinating curriculum, syllabus and quality control throughout the country. Education funds are mainly from the provinces. Elementary school, junior high school, and high school are free. The university is managed by the province where it is located, and the principal is also the governor. The day-to-day work is presided over by the Vice-Chancellor. Funding is mainly from the federal government and is allocated by the University Grants Committee. In addition, tuition fees and private donations have become part of the university’s funding. In 1986, the national education allocation was US$ 877 million, accounting for 10% of the total government expenditure.
